Sixty years ago, the Tibetan People rose up against the Chinese Communist Party (CCP) at a time when their culture, religion, property, indeed, their very existence was being seriously threatened. His Holiness the Dalai Lama was forced into exile, as the uprising was brutally suppressed.
Today, Tibet remains under occupation as the Tibetan language, culture and environment continue to be severely threatened. Citizen Power Initiatives for China (CPIFC) condemns the CCP’s long-standing political persecution, economic exploitation, and cultural repression of the Tibetan people, and pays tribute to all those brave Tibetans who continue to struggle for their beliefs and national identity. 
Following the Dalai Lama’s footsteps, tens of thousands of Tibetans have crossed the snow mountains, most of whom have never returned to their homeland. But as a result of their courage and tenacity and the help of the international community, they have managed to turn disaster into opportunity.
Despite being without land, army or police, the 150,000 Tibetans in exile, under the leadership of His Holiness the Dalai Lama and the Central Tibetan Administration, have built dozens of settlements around the world. While maintaining their shared memories and beliefs, they have developed the miracle of a highly cohesive spiritual state which includes all Tibetans. Going beyond mere survival, the Tibetans have reached out to people around the world, presenting an image of tolerance, open-mindedness, and optimism, while embracing universal values and implementing democratic practices, putting to shame those who rely on violence to pursue their goals. 
Despite the bitterness of exile and persecution, Tibetans have not allowed themselves to become pessimistic or hateful, nor have they allowed their kind and sensitive hearts to sink.  Rather, they have found strength and salvation in their spiritual power, a power that when ripe has the potential to change the world.
Over the past six decades, all ethnic groups under the empire of the Chinese Communist Party have suffered serious mental damage. While a large number of their people have sacrificed happiness and even their lives, those whose optimism derives from confidence in human consciousness and reason have never given up hope that all can live lives in peace and freedom.
As we commemorate the Sixtieth Anniversary of the Tibetan National Uprising, CPIFC reaffirms its gratitude to our Tibetan brothers and sisters for their long-term friendship and spiritual inspiration. We will continue to respect and defend the Tibetans’ right to determine their own destiny, supporting the middle way approach (MWA) advocated by the Dalai Lama and passed by the Tibetan People’s Assembly to solve the Tibetan issue. We support MWA as it takes into account the interests of both Tibetan and Chinese peoples and is very reasonable and realistic.
We will continue to participate in promoting dialogue and trust among all ethnic groups, strengthening cooperation and jointly promoting the progress of freedom, the rule of law and the cause of human rights.

公民力量于藏人民族起义六十周年致藏族弟兄姐妹
六十年前,在信仰、生命和财产遭受严重威胁的时候,迎着中共铁蹄,藏人发起了悲壮的抗暴起义。由于武装力量的悬殊,起义被残酷镇压。六十年后,西藏仍处在中共帝国的高压统治之下,西藏的语言、文化和环境继续遭受破坏,藏人仍在为信仰和自由付出巨大牺牲。公民力量谴责中共对藏人长期的民族压迫、政治压制、经济压榨和文化压抑,并向坚持信仰与抗争的藏人表示崇高敬意。
为了自由与尊严,六十年前,尊者达赖喇嘛被迫流亡,前后几万人追随达赖喇嘛的脚步,跨越雪山,踏上离别之路,很多人从此再也没有回到故土。对流亡藏人来说,这场灾难让他们陷入复杂而凶险的境地,但凭着坚韧的信仰,在国际社会的帮助下,他们没有让灾难成为灭顶之灾,反而使之成为藏民族凝聚共识、拥抱世界的契机。今天,我们欣慰地看到,虽然没有属于自己的土地,无法团聚在一起,虽然没有自己的军队,没有自己的警察,但在尊者达赖喇嘛和藏人行政中央的领导下,遍布几十个定居点和世界各地的十五万流亡藏人仍然在维护他们的共同记忆和信念,构建起一个令人敬重的具有高度凝聚力的精神之国,这也是属于全体藏人的精神之国,是人类历史上的奇迹。
在尊者达赖喇嘛的引领下,藏人没有止步于为流亡中的生存而挣扎,而是积极面对广阔的世界,努力与世界各地的人们成为朋友,拥抱普世价值,展开流亡中的民主实践。六十年来,以真诚和勇敢的态度,藏人向全世界展现了友善、宽容、豁达、乐观的形象,赢得了来自世界各地的特别关注,也让藏人的文化、历史、智慧受到越来越广泛的敬重。仅以藏人的数量而言,这的确是一个罕见的奇迹,是那些只相信暴力的统治者无法理解的,这样的成就和奇迹足以让他们感到羞愧。
回顾六十年藏人的流亡和抗争史,几百万藏人没有在前所未有的灾难面前选择悲观和仇恨,没有让善良和敏感的心灵就此沉沦,而是以最柔韧的力量让自己变得坚强,让他们的苦难和智慧成为全人类的精神财富,一旦时机成熟,这种精神性的力量是可以改变世界的。
中国农历的甲子纪年和藏历绕迥纪年均以六十年为一单位,如今,整整六十年过去了,在这六十年中,中共帝国统治下的各民族均遭受了沉重的精神伤害,无数人牺牲了他们的幸福乃至生命,但相信正义和未来的人们从未放弃守护希望的火光,他们致力于重新书写政治的普遍定义,致力于让每个人可以拥有和平与自由的生活,他们对前途的乐观来自于对人类良知与理性的自信!
在纪念藏人民族起义六十周年的时刻,公民力量重申:我们尊重和捍卫藏人决定自己命运的权利,我们将继续支持尊者达赖喇嘛提出并经西藏人民议会全体通过的解决西藏问题的中间道路。公民力量对藏人长期以来给与我们的友谊、启示和精神鼓舞表示感谢,我们将继续参与促进各族群之间的对话与信任,加强合作,共同推动自由、法治和人权事业的进步。致敬所有的藏人兄弟姐妹!
